O que ele ta falando? Que as permissões no diretório /var/lib/pgsql/data tem que ser u=rwx (0700).
então...
Executa:
[root@goku]# chmod 700 /var/lib/pgsql/data
[root@goku]# service postgresql start
Prontoooooooooooooooooooooooooooooooooooooooooooooooooooooooo.... viva o linux!
