Então dei uma comparada no arquivo /etc/pam.d/su de outro servidor o do que esta com problemas tem linhas a menos não sei se isso pode afetar, mas de qualquer forma ele esta abaixo:

ja o arquivo etc/group esta beleza
E o aquivo /etc/shadow não consigo acessar por que tem que estar como root.
Outro problema é que não estou conseguindo logar como root tambem.
