Queria saber se esse squid estar certo e como faço pra iniciar ele?

precisamos saber qual a versão do teu squid e que SO você ta usando.

#httpd_accel_host virtual
#httpd_accel_port 80
#httpd_accel_with_proxy off
#httpd_accel_uses_host_header on

aí essas opções acima que estão comentadas terão de ser alteradas conforme a versão do teu squid, ou simplesmente descomenadas. mas no mais está OK.

A Versão do Squid é a 2.5 e o SO é Slackware. kaique0405@hotmail.com

Olá, pode descomentar as seguintes opções que estão corretas, pro seu squid trabalhar de modo transparente:
#httpd_accel_host virtual
#httpd_accel_port 80
#httpd_accel_with_proxy off
#httpd_accel_uses_host_header on

tbm está faltando a seguinte opção, adicione como 1ª opção no seu squid.conf
http_port 3128
